Cut-Cut 2nd, Capas, Tarlac. Tarlac Police Provincial Director PSSupt Ritchie Medardo Posadas identified the victim of ?a daring murder? as former police chief inspector Lino Mangrobang. Posadas disclosed that Mangrobang was shot dead while driving along the Mac Arthur highway on his way to work in Bamban Municipal Hall around 7 AM. Upon his retirement last year, Mangrobang was designated head of the Municipal Disaster and Risk Reduction Management Office (MDRRMO) of Bamban town where he served as chief of police for more than 2 years. This came as the Barangay Chairman of Dicolor was shot dead by unidentified gun men right in front of the barangay hall at around 6 am February 27, 2017. PSupt Franklin Estoro identified the ?victim of brutal murder? as Bernard Visaya, 3-term chairman of Barangay Dicolor. Witnesses who requested their names withheld said they saw 3 unidentified men fleeing on board a motorcycle from where Visaya was shot. ?Nakasakay mag-isa si kapitan (Visaya) sa barangay service, nang mag-slow down siya sa hump sa harapan ng barangay ?dun siya binaril?, said a witness. Visaya was rushed to the Jecson Medical Center in Tarlac City but was pronounced dead-on-arrival. Newly assigned police OIC Estoro said, ?he succumbed to single fatal shot on the left back side portion of his shoulder?. ADVERTISEMENTS Concepcion, Tarlac -  2 motorist were shot killed reported yesterday February 24, 2017 in Concepcion, Tarlac. An unidentified man was shot dead by armed man yesterday February 24, 2017 1:00 pm at Brgy. San Jose, Concepcion Tarlac in front of Nazareno Chapel. (No one knows him. The case is still investigating if he is involved in drugs.) (Photo on left side) The other one is in Brgy. Murcia Concepcion, Tarlac around 7:00 pm. Identified as Edwin Garcia who was brought his grandmother in Brgy. Murcia and suddenly he was shot killed on his back by riding in tandem. He is not involved in any drug related said his relatives and other who knows him on facebook comment.  (Photo on right side) These two victims were riding a motorcycle when they're was shot killed. ADVERTISEMENTS Tarlac City - A contractor-engineer was shot dead in broad daylight by motorcycle riding criminals (MRCs) inside a memorial park at Barangay Binauganan, Tarlac City last February 2, 2017. According to PCInsp: Augusto Pasamonte, chief of the Provincial Investigation and Detection Management Branch (PIDMB), killed with 2 gunshots wounds was Engr. Marcelino Ibarra y Flores, 50 years old, of Barangay Dalayap. Ibarra is the manager of MFI Construction and Trading and is the contractor of the Forest Lake Memorial Park where he was shot at around 9 in the morning. Ibarra just arrived at the memorial park construction site and was talking to his mini dump truck driver Larry Cortez when the 2 gunmen approached and one of them shot him point blank on his face with caliber 45 pistol. Cortez was left unhurt despite being poked with a gun by the second killer. The killers were described as ?professional gun-for-hire? and with well-built bodies.
